On May 1, China became the latest country to join the club of nations with a total ban on public smoking.

Great news, or is it? Sadly, government legislation is one thing but consumer culture, traditional habits and “interpretation” and “enforcement” often result in a very different reality.
As I am a consumer researcher based in China since the 1990s, you can imagine my cynicism when it was announced that from May 1 all public spaces would have a smoking ban imposed, and that this legislation would, unlike previous regulations, be clearly and strictly enforced. I was surprised, and mildly optimistic, when a friend of mine told me that he had been refused an ashtray at one of the most popular pubs in Beijing!
这是个好消息?不幸的时，政府立法是一回事，消费者文化，传统习惯的参加导致不同的结果。
坐位一个从1990年立根于中国的消费者调查者来说，5月1日之后公共场所将禁止吸烟被宣布后，这项条例将是透名和严格执行的。你可以想象到我的冷嘲热讽。当一位朋友告诉我她在北京的一个酒吧被拒绝给烟灰缸，我很惊讶，而且乐观。
With this is in mind I decided to judge for myself when I paid a recent visit to one of the many pubs in Beijing. I was struck immediately by the absence of ashtrays on the tables and several new, extremely conspicuous “No Smoking” signs. But as the evening went on, the pub soon filled with smoke, and I asked the bartender what was going on.
在这种思想的驱使下，我决定去看看我的判断是否正确，当我来到北京的一个酒吧，我马上吃惊的发现桌子上烟灰缸的消失，却又了明显，醒目的"禁止吸烟"标志。但是随着夜晚的临近，酒吧很快充满了烟味，我询问酒吧怎么回事。
“It’s a no smoking bar, not a no smoking pub,” he claimed. “You can’t smoke at the bar, but you can smoke elsewhere.”
"这是个禁止吸烟的酒吧，不是个不可以有烟的酒吧"。他回答。"你不能再酒吧吸烟，但你可以在别的任何地方吸烟"。
“But that guy’s at the bar and smoking,” I pointed out.
"但是那个人是酒吧抽烟，"我指着说。
“He’s standing,” the bartender claimed, “The ban is only if you’re sitting.”
"他在那站着，"酒保说"禁令仅仅是禁止坐着吸烟."
“He just sat down!” I exclaimed.
"他坐下了！"我大声说道
“But he started smoking while standing, and he’s a regular.”
"但是他站着的时候开始吸烟的，他是个常客了."
Despite my disappointment I remained positive and moved on to another popular Beijing boozer. I arrived to be greeted once again with an ashtray-free pub and “No Smoking” signs everywhere, but at the bar my non-Chinese neighbor promptly struck up a light.
尽管有些失望，我依旧保持乐观，来到在北京的另一家酒吧。一来到酒吧，为同样没有烟灰缸，到处是"禁止吸烟"的标志刚到欣喜，但马上旁边就点燃的火柴。
I objected strenuously, and he said, “Right, it's a non-smoking pub but it's allowed outside.” Since we were at the bar, as inside as you could get, this seemed a tad absurd. He resorted to the claim that while he was inside, the smoke was not, since he was exhaling and blowing it outdoors.
我马上表示反对，他说，"对，这是个无烟酒吧，但它允许在外面出吸烟。"
I understand the need to remain patient and respectful in China, but my nerves were severely tested during a recent visit to a local hospital to help a good friend who had just undergone a minor operation return home.
我明白我需要怀有耐心和希望对于中国，但是我的神经又被一次刺激了当我最近去一家当地的医院去帮我一个刚刚接手了一个小型手术的朋友回家。
Everything seemed smooth and modern, but just as we were leaving the ward I smelt smoke. Pushing open a door to the stairs, I found a group of staff cheerfully smoking.
所有事都挺顺利，但当我们离开病房的时候，我闻到了烟味。推开楼梯对过的们，我发现几个员工在吸烟。
“It’s okay to smoke here?” I asked them.
"在这里可以吸烟？"我问道。
“Only staff, sorry, but there’s a smoking room on the floor below,” one told me.
"对不起，只对员工开放，你可以楼下的吸烟房间去吸"一个人告诉我。
“No, I mean, surely you can’t smoke anywhere near a ward,” I said.
"不，我的意思是，你们不能再病房附近的任何地方吸烟"我说道。
“We’re outside,” he said.
"我们在外面呀"他说道
“Only just, and this is a hospital,” I replied.”My friend, this is China, relax.”
"放松些，朋友，这是在中国"
It was a response I heard echoed by many Chinese friends and colleagues when I asked them about the issue. They also told me “Chinese men smoke, always have, always will” and “Smoking is part of Chinese culture.” I restrained myself from asking whether opium had been part of Chinese culture too, pre-1949.
这个一个，萦绕在我脑海中，经常被我的中国朋友和同事对我的回复。他们同样告诉我"中国人现在吸烟，过去经常吸烟，未来同样会吸烟"。吸烟是中国文化的一部分" 我抑制自己不去问自己在1949年前抽鸦片是否是中国的一部分文化
Legislation enforcement is necessary but not sufficient. China desperately needs the establishment of moral and ethical values required to move toward a permanent change in attitudes to smoking. Smokers need to think not only about their own privileges, but about the harm they're doing to those around them.
吸烟者不仅需要考虑自己的利益，但同时也要考虑他们对周围人的伤害
